I told him to cut back, but if it's still causing problems, screw him then. How do I block bit torrent from the network? Deny its UDP packets? What IS protocol 17?

Of course they stack. If it doesn't say there's a stacking penalty, then stack away. Until the T2 stabs come out, they're all more or less the same. Be warned though, stabs won't save you from certain threats, like a warp bubble.
